==Synopsis==
At a park in Ushigome, Shinjuku, the body of the ex-detective of the MPD, Kagawa Tsuyoshi, was found. Tozawa Minoru, who had worked together with Detective Kagawa during his rookie days, vows vengeance and starts investigating his death. Since Kagawa was an ex-detective, the Public Security Bureau are also looking into the incident, as instructed by Sono Kohei to his staff, Shimizu Tatsuya. From the Public Security Bureau point of view, in order to preserve the public's faith the in the police, should any cases involving the police personnel be deemed suspicious or may tarnish the organisation's reputation, the case will be swept under the carpet and kept as unresolved.

With the help of Special Investigations Officer Sakagami Toko, Minoru discovers that Kagawa had sent a memory card to their ex-colleague Kashigura who lives in Yamagata prefecture. The Public Security Bureau too learn of the existence of the memory card, so it becomes a race of who will be able to lay hands on the card first. Minoru had made an appointment to meet up with Kashigura but when he reaches Kashigura's residence in Yamagata, Kashigura's wife informs him that her husband had gone out since morning, but has yet to return and is not answering his phone...
