A story of Jirocho of Shimizu, a folk hero in Shimizu at the end of the Edo period. Jirocho is put up for adoption as a child and is raised by his uncle and aunt. He marries a wife and becomes a rice merchant taking over the family business, but the fiery young man becomes a vagabond after happening to kill two people in an attempt to save his friend. Serving under a powerful gangster boss, Jirocho is trained as a professional gambler.  A few years later, Jirocho comes back to Shimizu and sets up his own gangster family.  The drama portrays the energetic life of the commoner known to be compassionate and respect justice.
