Has any official sources romanised her name as Liu Jie Yin? Because it doesn't seem to follow any romanisation rules. 劉喆瑩 would be Liu Zhe Ying in hanyu pinyin, or if using the romanisation systems used in Taiwan, Wade-Giles: Liu Che Ying.
