As the story begins we meet Niimi Taksashi, a political reporter for the Toto newspaper and the widowed father of a seven-year old daughter, Moe. Niimi plans in a few days to marry Mako, a sweet-tempered woman, nine years younger, who works in a childrens' book store and who draws her own cute dragon character. A parliamentary (Diet) election campaign is underway, but Niimi is neglecting routine campaign events to investigate a complicated story involving the shift of support, in exchange for construction contracts, between a faction supporting the incumbent prime minister [?], TBD, and an aged reformer, Ito Ran [?]. Due to his investigations, Niima also misses a meeting with Mako to plan the wedding ceremony. At the wedding center, Mako crosses paths with the Ito's formidable wife, TBD, who is there to address a group of political wives. Time passes; the election occurs, the incumbent is reelected, and Niimi is married, and attempts to settle into a new routine with Mako and Moe. Despite the advice of his friend and coworker, TBD, he continues to pursue the Odashima-Nakakawa intrigue, to the detriment of his marriage, and at some risk of political retribution. Mako, meanwhile, suffers from Niimi's frequent absence. Events reach a crisis on Moe's birthday, when Mako returns home late due to an unexpected meeting offering her a chance to publish her own childrens' picture book, and Niimi returns home even later after accepting an invitation to meet Ito at his home far from Tokyo. Moe is heartbroken at her father's absence, and refuses to accept consolation from Mako, later destroying her present of a picture book hand-made for her by Mako. Shortly after, Niimi is summoned to meet with Ito, and is flabbergasted to be offered the chance to run as a Diet candidate in Tokyo's 26th district. He initially declines, but is offered a week to decide. He is promised the assistance of TBD, a party secretary who may well resent not having been chosen as the  candidate.
