Is this a singer/actress born in 1978?

- I don't think it's the same person. I can't find any reference that the singer did any acting as early as 2003, the year of her singing debut. This person was clearly an actress in 2003.
- Since she is primarily a Korean singer, known as Chae Yeon (채연) (Ref: Korean Wikipedia), I would suggest entering her as a Korean singer (Category:KSinger). It looks like she appeared in a couple of Chinese dramas, so you can add Category:CActress. Also, add a line in the profile for her Chinese name after her Korean name.
